Signing an agreement with France to enhance the aviation industry

Appendix VI of the Technical Cooperation Agreement was signed on the afternoon of April 9 at the Ministry of Construction’s headquarters by the Vietnamese Civil Aviation Authority and the French General Directorate of Civil Aviation. Mr. Olivier Brochet, Ambassador of France to Vietnam, and Le Anh Tuan, Deputy Minister of Construction, watched the signing event.

Strategic strategy for the aviation industry in the coming years

Annex VI contains information about strategic planning, monitoring systems, national aviation safety programs, and technical training. Regarding strategic planning, the Directorate General of Civil Aviation of France (DGAC) will assist the Civil Aviation Authority of Vietnam in developing a strategic plan to accommodate the aviation industry’s rapid growth in the future years.

With the monitoring system, France will assist the Civil Aviation Authority of Vietnam in strengthening monitoring activities related to airlines and maintenance organizations, as well as in internally training aviation safety supervisors, while also assisting the Civil Aviation Authority of Vietnam in transitioning to risk-based monitoring.

Addressing the dangers in Vietnam’s aviation industry

France will assist the Civil Aviation Authority of Vietnam in developing an effective program to mitigate hazards in the Vietnamese air transportation sector as part of the National Aviation Safety Program.

In addition, France will give technical training in accordance with the project’s requirements in order to strengthen the competence of the Flight Safety Standards Department’s supervisors.

Active cooperation between DGAC and the Civil Aviation Authority of Vietnam

Speaking at the signing ceremony, Deputy Minister of Construction Le Anh Tuan expressed his satisfaction with recent positive cooperation results between DGAC and the Civil Aviation Authority of Vietnam, particularly the support provided by DGAC to the Civil Aviation Authority of Vietnam in the areas of aviation safety and flight operation management.

The positive cooperation results between the two sides are reflected not only in the aviation sector, but also in many cooperation contents at the ministerial level, as evidenced by Minister of Transport Nguyen Van Thang’s working trip to France in April 2024 and French Minister of Transport Philippe Tabarot’s visit to Vietnam in March.\

Vietnam Airlines and Air France in the aviation industry

The two countries inked an aviation transport agreement in 1977. There are now two scheduled airlines operating between Vietnam and France: Vietnam Airlines and Air France. In 2024, the total number of flights will be 1,440, a 4.1% increase over 2023, carrying 37,600 people and 17,500 tons of cargo.

Currently, Airbus is the largest aircraft provider to Vietnamese airlines. The two parties are collaborating to analyze the plan to modernize the aircraft fleet by 2030, with a focus on 2035.
